As a problem of fast urbanization,the emergence of semi-urbanization is due to the difficulties which migrants face in making a stable living in cities,especially for rural-urban migrants.This paper uses the data of national population census and the dynamic inspection of migrants of former NPFPC in 2011,to analyze the scale,patterns and changes of migration,as well as the population characteristics,working,income,public service access and social integration of migrants.Research shows that the traditional mode of social management based on hukou system is not adapted to the new situation and problems of migration.Due to the lack of human capital and social resources,as well as the insufficient supply of public services and social benefits,migrant workers cannot share the outcome of economic growth and urbanization.Consequently a series of economic and social problems arise,such as the migration of all family members faces obstacles,rural migrants mostly stay on the bottom of vocational hierarchies and lack of mobility in the hierarchies.Finally,the paper explores the directions for innovation in management of migrants in cities,and proposes policy suggestions.
