Since 1978, migrant workers has appeared as a new social group with the rapid development of market economy. The emergence of migrant workers is the result that the farmers participated in the process of industrialization and urbanization actively for their own development, and also the result of dualistic structure of urban-rural societies. According with the gradual process of China's reform and opening up, the policies for migrant workers has changed from prohibition to support. The practice has proved that policies for migrant workers are in line with China's national conditions, which ensured a stable promoting of modernization and urbanization, while maintaining a coordinated development of urban and rural areas.
