After stricken by the “5.12” Wenchuan earthquake occurred in 2008，Guangyuan Municipality of Sichuan Province seizes the opportunity of post-disaster reconstruction to positively change economic development pattern and move towards low-carbon development. Lizhou District is the birthplace of Empress WU Zetian who is the only female emperor in Chinese history，outstanding female politician of the feudal era and also the location of People’s Government，Guangyuan Municipality. Lizhou has excellent geographic conditions and resources advantages，who has taken low-carbon development as the key and “ecological Lizhou” as the strategic objectives，achieved a successful road of reconstruction with Lizhou characteristics combined with works of post-disaster reconstruction，new rural construction，coordinated development in urban and rural areas，economic restructuring and upgrading urban grade.
