Huangshi City builds the city by ore and becomes prosperous by ore. It is an old important industrial base and a resource-type city in China. It has made great contributions to China’s reform and modernization. However，in the long-term development relying primarily on resources，industry has made the mineral resource dry up gradually and all kinds of in-depth contradictions and problems come into being，seriously influencing the city’s sustainable development. In recent years，Huangshi City in Hubei Province was defined by the State Council as one of the second batches of transitional experimental site cities with resource exhaustion. In order to get out of the delimma of ‘exhausting resource and fading city’，in the light of scientific development guild lines，Huangshi City find its own characteristic development way in the transition of a resource city through implementing the ‘three grand strategies’ and realizing social and economic transform with industrial transform first.
