China’s State Council set the goal that Tianjin Binhai New Area（TBNA）should be built to a livable eco-city in its development and opening-up，and Sino-Singapore Tianjin Eco-city in TBNA is the best practice who will first win the goal and gather the experiences in planning，construction and management. A lot of innovations have been made in Eco-city，such as quantization index system，integrating planning，anti-planning route and complete planning and management system，with many rules in green buildings，tendering and bidding，examining and approving，and infrastructure construction. At the same time，bold innovation has been made in comprehensive law enforcement，communities，environment and fiscal tax management，with some implementation mechanisms in comprehensive supporting reform. All innovations provide the technological supporting and construction paths for duplicateable，implementable，and propagable experiences.
