In the “11th five-year plan” period，Chinese government launched “law of urban and rural planning” and “regulations on protection of famous village，famous town and historical cultural city”，worked out a series planning of city-regions with important influence，sanctioned a series of big city master planning，promoted new rural construction planning，set up the system of supervision and investigation，and prosecuted a batch of important cases of violating “law of urban and rural planning”. The main problems existing when implemented in urban planning of China can be stated as follows：（1）Types of planning are too many and too excessive；（2）It is very difficult to coordinate different types of planning；（3）The authoritativeness of planning is insufficient；（4）Interest-drive of the plan is obvious；（5）Science of planning is not enough；（6）Planning index is developed into tool of interests play chess；（7）Harmony planning to be implemented across the administrative area is not enough；（8）The protection of historical cultural heritage is not enough in the planning implementation；（9）Programme of planning lacks the related policy support；（10）Supervision mechanism of planning implementation is imperfect. During the “12th five-year plan”，the direction of China’s urban planning is：to work out the integrated plan with putting the economic and social development planning，land use planning，urban and rural construction planning together；to encourage the public to participate in scientific planning in many ways；to improve planning system，to perfect the mechanism of planning management，and to pay more attention to the interests coordination.
