During “the Eleventh Five-Year Plan” period，in China，the urban social security system has made great progress，with the coverage expanded，security level improved，and security institution more perfected. The basic pension fund has been unified at the provincial level，individual account has been properly funded，and medical insurance system has been realized to entirely coverage to the residents in policy. However，there are still some problems in the urban social security system，such as：the real coverage of social security is still limited；the future payment capacity of basic pension fund is still weak with hidden troubles，the basic medical insurance system for workers of urban enterprises and residents and the social security fund management system are both in urgent need of perfection. This article put forward corresponding problems and provided strategies to solving them. To solve these problems，some basic ideas and measures will be proposed to promote the urban social security system in “the Twelfth Five-Year Plan” period in this article.
