In this paper，the authors made an overall assessment of the Chinese urban economic development in 2006 to 2009. After analyzing the problems and the origin of these difficulties，the authors found out that it was the end of the export-oriented economic，resource intensive economic and the monopolized development pattern. The problems are especially evident in imperfect income distribution system，irrational industry structure and lack of harmonious of relationship of urban and rural area. Under the premise of changing the development pattern and perfecting the economic structure，in the twelfth five-year development the urban economic development will have a faster growth than the eleventh five-year development period，and set up the predominate status in economics. Through the law-based and marketization measurements the cities will regulate the monopolized industry and the real estate industry，encourage the development of creative city and new urban economic patterns，perfect the urban system and spatial layouts，and balance the development of urban and rural areas as well as the sustainable development.
