China has entered a new stage of overall planning urban and rural development during the Eleventh Five-Year Plan period，implementing such measures as phasing-out agricultural tax，advancing countryside synthesis coordinated reforms etc. by central government. As a result，it makes great achievement in urban and rural overall development. However，with the increasingly deepening of reform，some institutional contradictories begin to appear and it is urgent to improve various public services for urban and rural overall development. Therefore，in the Twelfth Five-Year Plan，we should speed up the system innovation and mechanism construction for overall planning urban and rural development，and greatly enhance the level of public services，accelerating the process of urban-rural integration.
