在分析和探索城市科学发展概念内涵的基础上,提出了构建城市科学发展评价指标体系的理论依据、构建原则,建立了由经济繁荣、社会和谐、环境友好、城市支撑能力4个子系统构成的评价指标体系,并以此对全国286座地级及以上城市的科学发展水平进行了系统评价。研究发现,城市的科学发展水平同其经济发展水平之间存在较强的正相关性。从全国总体情况来看,东部地区特别是长三角、珠三角、环渤海三大城市群是中国目前城市发展最为成熟的区域,城市科学发展指数的整体水平较高;中部和东北地区城市科学发展指数接近,其主要问题是社会发展滞后,城市支撑能力较弱,发展后劲和可持续能力不足;西部地区城市科学发展指数略低,其主要问题表现为发展方式粗放、生态环境脆弱和社会事业发展滞后。
<<Based on analysis about the concept of scientific development,the theoretical foundation,main principles to establish the evaluation index system for urban scientific development will be pointed out in this article,and there are four subsystems to constitute the evaluation index system including “Economic Prosperity”,“Social Harmony”,“Environmental Friendliness”,and “Urban Supporting Capacity”. With the systematic evaluation on the scientific development level of over 286 prefecture-level cities in China,there exists strong positive correlation between urban scientific development level and urban economic development level. In view of the overall national situation,the cities of eastern regions,particularly the urban agglomerations in the Yangtze River Delta,Pearl River Delta,Bohai Rim areas,are China’s most mature area of urban development currently,with higher urban scientific development index in general;in the central regions,the cities’ scientific development index is close to that of the northeast,with social development lagging behind,and weakness of “Urban Supporting Capacity”,lack of further development and sustainability;in Western Regions,the cities’ scientific development index is slightly lower,with extensive development mode,fragile ecological environment and lagged social undertakings.
