A new stage is set for the private entrepreneur class with the following features：being important in economic status，being clear in political status and having equality in legal status. An important mission for them in the new stage is to participate in the construction of new countryside. The contribution rate of private sector economy to Chinese economic social development rises every year with the additional value taking up around 50% of national GDP，but it’s uneven between urban and rural areas. The private entrepreneur class is growing fast these years but shows trends of polarization. The production and management of private enterprises will enter a high cost age because of the change in the environment of their survival and growth，which will be hard for those small and medium-sized enterprises and bring new situation and problems to the private entrepreneur class.
