2008～2009年，由于经济增速减缓，国际经济结构和国内产业结构进入加速调整的时期。国际经济结构调整在短期内抑制了中国的出口，在对全体居民福利产生负面影响的前提下，一定程度上缓解了收入差距加速扩大之势。国内产业结构调整在长期内会导致居民收入差距扩大，其影响强于国际经济结构的调整。综合上述两方面的因素，中国收入分配问题的发展将呈现出城乡收入差距持续扩大、行业收入差距持续扩大、地区差距没有明显缩小、城乡内部差距喜忧参半的特点，需要通过深化改革扩大开放、破除城乡二元结构、提升第三产业比重的策略来应对。
<<During 2008-2009，international economic and domestic industrial structural adjustments are accelerating. In the short run，international economic structural adjustment has negative impacts on foreign demand and thus on welfare of all Chinese residents while slows the widening income inequality. In the long run，domestic industrial structural adjustment will result in more unequal distribution of income. Weighing the pros and cons，rising inequality is supposed to be sustained. Confronted with the challenge，we should deepen reform，promote openness，integrate rural and urban development，as well as attach more importance to tertiary industry.
