    2008年中国教育发展报告

    摘要

    2008年汶川大地震损失惨重,灾后教育的恢复重建成为重大主题,并暴露出农村教育的脆弱性,一些根本性的重要机制仍待建立。免费义务教育从农村推进到城市,但城市的义务教育均衡发展却阻力重重。各种深层次问题的暴露,需要深入推进实质性的教育改革。国家开始制定《国家中长期教育改革和发展规划纲要》,策划面向未来的教育改革。

    Abstract

    New progresses have been made in Chinese education in 2008 as follows:the large growth in the investment on education from national finance,the coverage of free compulsory education from rural to urban areas,the further push of quality-oriented education,the continual expanding enrollment of college and university and the educational rebuilding in Wenchuan Earthquake area. But there are still some puzzles. In rural areas,educational finance is still insufficient and heavily misappropriated and diverted,with huge debt burden and low salary for the teachers at the same time,which causes the trend of empty schools. In urban areas,the development of compulsory education meets with all obstacles in balance,and the phenomenon called “huge school and huge class” is severe. The real educational burden is still high while the morality of teachers and the teacher-student relationship become hot topics. The effective way to save the educational rights for migrant workers’ children is still to be figured out. The educational quality of university and college still attracts much attention.
