The Old-Age Insurance of China has achieved outstanding progresses during 2008，which are manifested in four respects：1） A way to establish an old-age insurance system covering all the urban and rural residents was explored，focusing on solving the renewal of the old-age insurance relationship. 2） Measures for migrant workers’ old-age insurance and its renewal were stipulated，with practical experiments in some areas. 3） Pilot program for old-age insurance in new countryside was launched，but common understandings on the model，investment from government，the standard of payment and the integration between systems are to be reached. 4） Universal improvement for the basic pension for retired staff was made. But there are still some problems，as the gaps between different units and areas are getting large and the structure of basic pension is getting far away from the expected model of reform. All these are controversial questions among people from all social circles.
