Union of Social Organization in Jing’An District builds a social organization named “1+5+X” under the exploration. “1+5+X” has regional architecture of Party Building and hub mode of management，and its function improves gradually and its effects are more and more revealing. The union successfully plays an important role as the transfer of government functions，the leader insisting public direction of social organizations，the manager of social organizations’ self-regulation，the promoters of social organizations’ healthy development. This paper focus on the role of Party Building and the function as the hub mode of the regional、hub social organizations，strives to summary and refine the elements of Party Building function of the regional、hub social organizations as well as consider and argument how to deepening Party Building of social organizations.
