The report is based on the perspective of urban transformation of the international metropolis and adheres to the concept of giving priority to employment and innovative thinking of policies，the report makes an objective assessment of the policies as the example of “Sail Program” which helps the unemployed youth to obtain employment；makes an comparative analysis on Chinese and foreign policies and systems of the unemployed youth and get the experiences. On this basis，thinking of promoting the willingness of the unemployment youth，changing their employment concept，improving their employability，integrating supply policy，building public service capacity and etc.，to propose the guidance of policy governance and basic path to promote the unemployment youth to achieve a higher quality of employment，and to put forward the strategic advices in many angles on mode of policy governance as well as policy innovation of further promoting employment of the unemployment youth.
