本文对上海基层社会组织发展的现状进行分析，指出基层社会组织发展中缺乏足够的公信力，获取资源的能力较低、过于依赖政府，内部管理制度不健全、运作不规范，与社区内其他组织的关系还有待理顺等问题。提出应从基层社会组织自身和政府管理两方面入手，切实提升基层社会组织参与社会管理能力的一系列参考建议。
<<This paper analyze the status of Shanghai grassroots social organizations’ development，and point out that the grassroots social organizations short of enough credibility，the ability of obtain resources is low，too dependent on the government，the internal management system is not perfect，the operation is not standardized，the relationship with other organizations in the community has to be straightened out. Through the aspects from the grassroots community organization and government management，enhance the ability which grassroots community organization to participate in social management
