NGO is an important partner of the state in social construction. In the past decade，NGO in Shanghai has experienced a stable development process，and now becomes one of the main forces of pushing social development. On the other hand，several problems are still there with NGOs’ development in the city. Being over-depended on the government and the lack of necessary institutionalized support from，and supervision by the state are the main ones. To ensure NGOs in Shanghai’s well development，it is urgent to promote the de-administration reform，to strength government’s support for，and supervision upon NGOs.
