社区物业管理对于房产保值增值和居民日常生活质量的重要性日益凸显,改进和完善物业管理已成为创新社会治理、加强基层建设的迫切需要和重要途径。但是上海社区物业管理中尚存在着一系列比较突出的瓶颈问题,主要有:业主居民法治素养和文明意识薄弱,自治精神和参与意识比较欠缺;对业委会成员的激励保护机制普遍缺失,业委会成员年龄结构老化,运作过程规范化、专业化水平偏低;物业服务企业质量和发展层次不高,管理负担重,亏损经营现象普遍,员工队伍建设状况不佳、内部管理不善;房管等相关职能部门以及居委会等社区组织在履行相关职能上缺位、错位、越位问题并存。为此,本文按照社区治理的一般性规律和要求,提出了一系列改进和完善的建议。
