This paper analyze the development and problems of Shanghai “large living area”，it put forward the ideas that perfect the large living area management of Shanghai. First，establish the street directly which overpopulation and high degree of urbanization “large living area”，maintain the existing “town community” system，and outfit social services and management strength gradually. The second is to combine the transformation of government functions，strengthen the discussion and administration together. The third is to combine promoting new urbanization building to change the traditional way of community governance. Clarify the legal status of the community；increase the investment of human resources，perfecting the long-term mechanism of financial guarantee；solve the problem of the residents in “large living area”；promote various means to foster community growth and development；use various means of information.
