Youth has always been a driving force for social development，the important turning point in the community is always closely related to youth. White-collar youth often call themselves the leader，and also a major participant and an active promoter of urban development of important events. Through the 561 young white-collar workers sample in Shanghai，it show that young white-collar workers in general showing the spirit of positive and social participation enthusiasm. However，due to poor social participation channels，the penetration of Western ideology and other factors affected the level of youth participation；youth acceptance of Western culture is high. Increase the degree of youth education，improve the quality of youth thinking is an important task of the current youth work，which will guide the young white-collar contribute to urban governance.
