Development of local scale of creative economy has already caused the widespread attention of experts and scholars. Local scale creative economic development aims to establish the association between cultural sectors，expand cultural selection，improve the cultural survival，and ensure the economic life not only sustainable but also can be changed. Based on local scale “culture”，the report analyzed the necessary conditions of local creative economic development and its positive results.
