Eucommia ulmoides is a very important resource for national strategic Eucommia rubber reserve. The progress in new eucommia rubber resources cultivation and industry development in recent years was distinct，and the more various circles of society were focued. Especially with the publication of “Green Book of Eucommia Industry”，the media including Xinhua News Agency，CCTV，People’s Daily，Guangming Daily and China Net etc. were important support pathway. Then the widespread attention from national government and societies，some state-owned enterprises showed more interests，and some nongovernmental funds required joining in the Eucommia industry. This review is based on large number of documents and field data，the development of new eucommia rubber resources cultivation was analyzed. The results exhibited that although the new eucommia rubber resources cultivation mode was focused by related departments，but the speed of building cultivation base also was slow，which was the key problems in Eucommia industry. Meanwhile，the related research organization was less and at different levels，their direction was focused on paper publication but the technology of industrialization application was lack，and the technology can not meet the demand of Eucommia industry. Based on the current situation，this paper provides some guiding principles for Eucommia rubber resources cultivation and industry development.
