Sichuan is characterized by its huge population and weak economic foundation. Within next 5 to 10 years，an aging population，non-equalization of regional migration of population and demand imbalance of labor and other issues will become the new normal，which challenges the implementation of “Three Strategies” in Sichuan. In the new phase of development，Sichuan should be based on reform and innovative ideas，adhere to the people-centered development philosophy，establish a new population development concept and build new services and management system on population and labor employment adapting to new normal，in order to promote harmonious development among human，society and economy.
