Sichuan province implements the principles of the Eighteenth National Congress of the CPC and the Third Plenary Session of the 18th CPC Central Committee，through promoting the development of the state-owned enterprises to go on a new step and enhancing their vitality，controlling force and influence constantly by deepening the reform of state-owned enterprises. This paper introduces the development of state-owned enterprises of Sichuan Province，analyses their existing problems，and puts forward the corresponding recommendations of policy，from the following five aspects：the state-owned enterprise production and operation，the corporate governance structure，state-owned assets management system，and undertaking non-economic task，bearing a burden of the society and the problems left over by history，the reform of mixed ownership.
