In 2013，under Park Geun-hye Administration，the Korean welfare policy has been a lot of changes，the implementation concept of welfare policies changed from “productive welfare” to “inclusive welfare”，the social welfare of citizens can enjoyed has been expanded. But due to many contains，such as the fiscal expansion and the opposition forces，the welfare policy faces on many variables. The direction of future efforts，which Park Geun-hye administration shall be had，is to promote public participation and the introduction of welfare tax.
