The NGOs are planned as a part of the economic and social development in the goal set for the national governance system reform，and established as the important governance subjects in the top-level system design，which is definitely a landmark of historical significance. The construction of the Chinese governance system is taking a new path of integrating and developing the state and society. The public governance is open to the NGOs，and the institutional barriers restricting the development have been removed. The NGO is playing an important role in a broad stage. In the future，by promoting the building of the government management system through the transfer of the government functions，the governance system construction should above all innovate the social governance methods，speed up the establishment of a new mode of social governance in conformity with the social development and promote the formation of a pyramidal social governance system.
