During the global China’s economic development，the central green rise is to break the existing development mode of China economic circle，to determine the exact location of the central region，and establish the central region as China’s modern agricultural area，China’s “Green Capital”，China cultural Industry zone，and China’s “back garden.” The central green rise is to meet the requirements of green development era，through the central green rise，we could achieve the sustainable development of economy and society，and at the same time，the green development advantages of the central region can also be transformed into economic advantage. Through the current analysis of the green production，green consumption，green environment，and green culture development，we can find the prominent problems in the rise of the central green as follows：the obvious trend of heavy industry；the arduous task of industrial structure adjustment and optimization；the lack of environmental investment；the long way to go in the protection of the ecological environment；the need to improve the concept of green production and living in the enterprises and residents；the need to break through the bottleneck in the institutional mechanisms of green development. To promote collaborative reform of the central green rise，firstly we should change ideas，that is，to eliminate the local parochialism and strengthen ecological regions sense of cooperation；secondly we should draw up a blueprint，that is，to make green development plan and improve top-level design of green rise；thirdly we should build mechanism，that is，to formulate regional cooperative rules，and innovate mechanism of green development and cooperation；fourthly we should introduce policies，that is，to improve green finance and taxation policy，and work together to create green industry highland.
