    深化人才制度改革与中部崛起研究

    摘要

    人才资源是现代经济的核心要素,也是地区创新和发展能力的源泉。中部地区虽然拥有丰富的劳动力资源,但人才状况并不容乐观,各省均不同程度地存在着人才储备有限、人才质量不高、人才流失严重、专业技术转化率低等问题。造成这一状况的根本原因在于中部地区的人才体制机制比较落后,不利于人才队伍的培养与发展。受经济社会条件的限制,中部地区对于人才工作的投入相对较低,各种政策引导和培养工作不到位,使得人才工作的难点集中表现为:缺乏对人才的吸引力,埠外人才难引进;缺乏对人才的凝聚力,本地人才难留住;缺乏对人才的驱动力,现有人才难盘活。在党政、企事业单位及城乡各领域,人才力量不足,尤其是人才的活力没有被有效激发,大大拖累了各项事业的快速进步。为此,中部地区应遵循人才使用规律,勇于创新人才体制机制,以创新型、创业型高层次人才和高技能人才为重点,统筹推进各类人才队伍建设,从而助力“中部崛起”战略得以顺利实施。

    Abstract

    Human resources is the core element of the modern economy,but also a source of innovation and development capabilities for a region. Although the central region has abundant labor resources,but the situation of its human resources is not optimistic,there are generally some problems in six provinces of the central region,such as the limited human resources pool,the lower human resources quality,the serious brain drain,and the lower technical conversion rate and so on. The reason is that the institutions and mechanisms of human resources is relatively backward,and it is not conducive to the training and development of talents. Restricted by the economic and social conditions,the investment to human resources is insufficient in the central region,and its policy guidance and training work is not enough,too. The difficulties focuse on:human resources outside is difficult to be brought in for the lack of attraction,human resources inside is difficult to be retained for the lack of cohesion,existing human resources is difficult to be used for the lack of driving force. These problems exist in all areas and departments,and have dragged down the rapid progress of various undertakings. To this end,the central region should follow the law and rules of using human resources,innovate the institutions and mechanisms,and focus on the high-level and highly skilled personnel,coordinate the development of all types of personnel,and thus help “the rise of central region” strategy to be implemented successfully.
