总体来看,与2012年相比,2013年我国劳动关系的整体情况没有呈现典型的特征,基本延续了2012年的总体面貌:一是个体劳动权益方面,问题仍然集中在中小微企业从业人员、灵活就业人员、农民工等群体。二是集体劳动权益方面,劳动者群体事件发生的数量有所下降。三是政府规制方面,修改后的《劳动合同法》于2013年开始实施,保护灵活就业人员权益的规范性文件相继出台,劳动争议大调节机制开始着手构建。
<<On the whole,without typical characteristics,the labor relation of 2013 basically continued that of 2012. First,small and medium enterprises and micro-enterprises,flexible employees and rural migrant workers were still the major groups suffering problems of personal labor rights. Second,with regard to collective labor rights,the quantity of laborer mass events decreased. Third,with regard to regulation by the government,the revised Labor Contract Law of the People’s Republic of China was implemented as of 2013,normative documents for protecting rights flexible employees were unveiled,and structuring of the labor dispute macro-settlement mechanism was commenced.
