基本养老保险制度运行十多年来,基本养老保险替代率不断下滑,且已低于约60%的目标水平。究其原因,在于缴费基数缩水、缴费年限门槛过低、退休年龄过低(尤其是女性)、个人账户收益率太低等。这不仅导致个人养老金保障不足,而且不利于制度自身的收支平衡与可持续发展。因此,需要从制度架构与参数设置两个方面出发,将个人账户分离出来,进行市场化投资运营,同时改革有关制度参数,特别是缴费基数、缴费年限、退休年龄(尤其是女性)和个人账户收益率等,尤其不能以过分降低门槛来换取“全覆盖”的目标。
<<In the ten-odd years of running of the basic old-age insurance system,the substitution rate of pension in respect of the social average wage has been in continuous decrease,and now is lower than the target level(60%). This is attributed to shrinkage of payment base,lower minimum payment years,earlier retirement age(especially female)and lower yield of personal account. This has caused insufficient security of personal pension,and is unfavorable to break even and sustainable development of the system. As a result,it is necessary to separate personal accounts for market-oriented investment and operation from the perspectives of systemic framework and parameter setting,and reform systemic parameters,especially payment base,payment years,retirement age(especially female)and yield of personal account. In particular,the objective of wide coverage shall not be achieved by over-lowering the threshold.
