目前我国公共就业和人才服务正在积极整合与日趋完善。本报告紧紧围绕北京市开展公共就业和人才服务的状况进行调查研究,调查结果表明:目前北京市创新公共就业和人才服务的思路,通过积极推进人才市场和劳动力市场公共服务机构的整合,完善基层社保所的功能和规范,逐步完善市-区(县)-街道(乡、镇)-社区(村)和四级服务网络,完善精细化就业管理手段,强化公共就业和人才服务队伍建设,提升公共就业和人才服务的质量和效率。但随着人力资源市场的繁荣与发展,公共就业和人才服务仍然存在一定的障碍与挑战,还需要积极推进人力资源市场公共服务体系的顶层设计,明确人力资源市场公共服务机构的职能定位,加强人力资源市场信息系统建设,依照“底线思维”提升精细化就业管理水平,制定科学的服务质量评价体系,进一步完善人才服务队伍建设的激励与约束机制,创新公共就业和人才服务供给模式。
