为及时准确地了解人力资源服务业的发展现状,研究其发展规律,监测其运行状况和评价其发展趋势,本研究以文献研究-现状调查-理论基础构建-指标体系设计为主线,对国内外的有关研究进行了系统梳理,并在充分了解我国人力资源服务业发展经验及趋势的基础上,初步完成了我国人力资源服务业发展评价指标体系的理论框架构建,并拟定了包括发展制度环境、发展资源潜力、发展规模结构、服务质量创新与服务效率效益五个维度在内的一整套指标体系,期待为进一步深入开展人力资源服务业发展研究,科学制定人力资源服务业产业政策,优化人力资源服务产业结构和提升服务水平等提供基础性政策分析工具。
<<In order to timely and accurately learn the present situation of the human resource service,study laws of development of the industry,monitor operation of the industry and evaluate the development trend,in the study,with a view to the path “literature research → survey on present situation → construction of theoretical basis → design of index system”,the domestic and overseas researches concerned were systemically arranged,a theoretical framework was preliminarily structured for the development evaluation index system of the industry based on fully learning the experience and trend of the industry,and a complete index system made up of 5 dimensions(institutional environment for development,resource potential for development,scale and structure of development,service quality innovation,efficiency and benefits of service)was proposed to offer a fundamental policy analysis tool for further deepening the study on development of the industry,making policies for the industry in scientific way,optimizing the structure and improving service level of the industry.
