我国公务员制度经历了十多年的发展,在建设高素质的公务员队伍、提升政府部门公共服务水平和工作绩效、推动干部人事制度改革中发挥了重要作用。回顾我国公务员制度建立和发展的历程,可深入理解建立和推行公务员制度的重大意义。在此基础上,本报告对目前我国公务员管理中主要工作的执行状况进行了归纳分析,并总结了经验做法和创新举措。面对新形势、新任务、新要求,本报告对我国公务员管理改革中需要深化的几个工作重点问题进行了分析,剖析了存在的问题,并提出了相应的对策建议。
<<The China’s public servant system was established and developed during deepening the reform of officials and personnel system. Upon more than 10 years of development,it is playing an important role in building high-quality public servant teams,improving the public service and work performance of governmental departments and pushing the reform of officials and personnel system. By reviewing the history of its establishment and development,the important significance of establishing and carrying out public servant systems can be profoundly understood. On this basis,in the paper,the present situation of fulfillment of major tasks in the civil servant management in China was summarized and analyzed with experience,practices and innovative measures summarized;a few major issues to be deepened during the reform of civil servant management were analyzed to make clear problems and give suggestions on countermeasures.
