In this study，we take the construction problem of Henan province under the background of economic new normal as a perspective，and analyze the strategic significance of system construction for upgrading Henan economy，based on this analysis，we further analyze the current situation and the restricting factors in the process of system construction of Henan province. The restricting factors include these factors：the deep-seated contradictions of industrial system，the systemic problems of urban and rural system，innovative resources relatively weak，the structural problems of the modern market system. Then，some suggestions are put forward to raise the level of the modern industrial system，the modern urban and rural system，the independent innovation system and the modern market system of Henan province.
