In 2014，the output of China’s summer grain is 136.596 million tons，growing 3.6 percent，and increases 4.748 million tons higher than that in 2013. According to the information that has been published，the annual grain output will remain at a high level of 0.6 billion tons. The agricultural product quality is up to standard，cultivated land continues to advance，the employment of migrant workers continues to increase，farmers’ income growth still increases faster than the income of urban residents，and the welfare of farmers continues to improve. To maintain the sustained and stable development of agriculture，there are still a series of relations need to handle，including the relationship between strengthen protection and new solutions，the relationship between perfect theory and simple operation，and the relationship between climate risks and political risks.
