In recent ten years，our country hierarchically promoted urban employee basic medical insurance，basic medical insurance for urban residents，and the new rural cooperative medical care system，and the basic universal health care system was established. However，the medical insurance system for urban and rural division，management partitioning and resources scattered caused the repeated insured，repetitive subsidies，reimbursement and redundant constructions，it was unfair and affected efficiency. Ezhou of Hubei province made bold innovation in health care management system and operational mechanism，exploring to promote the integration of urban and rural health care reform. Years of practice has proved that the direction of the reform is correct and the effect is obvious from the perspective of common people getting real benefit and satisfaction，from the recognition perspective of the party committees and governments at all levels，or from the perspective of saving administrative resources and promoting handling ability. The large health care insurance pattern in Ezhou is fully in line with the spirits of the Eighteenth Party Congress and the Twelfth National People’s Congress. Therefore，the Municipal Medical Insurance Bureau of Ezhou was awarded national collective top-grade merit citation and later national quality service window title by the Ministry of Human Resources and Social Security.
