新能源在20世纪末大多被视为传统能源的替代性技术进步与选择,并未过多地被赋予国家安全方面的战略重要性。美国自2008年金融危机以来,将新能源产业的重要性上升到国家安全战略高度,多措并举,积极推进其政府主导下的新能源战略转向。至2013年,美国的油气产量已经超过沙特阿拉伯和俄罗斯;至2014年,美国已在天然气方面实现全球领先,且预测将在未来几年实现石油领域的全球领先。本文分析了新能源在美国政策和战略层面的转型升级,评价其对国际产业地缘格局的相应影响。
<<At the end of the last century,new energy was considered as a technologically progressive alternative and choices with no more national strategic importance over traditional energy,Since the 2008 financial crisis,the U.S. government has been emphasizing that its industrial weights must be upgraded up to the levels of national security strategy,and steering it along the guidance of the government’s new energy strategy with multiple policy instruments. To the end of 2013,U.S. petroleum and gas production overtook the one of Saudi Arabia and Russia;in 2014 until now,U.S. has led in natural gas developments in the world,and has been predicted to lead in petroleum field in the next few years. This paper analyzes the policies and strategies in the U.S. new energy upgrade-transition,and comments on its corresponding impact on the international industrial geopolitical pattern.
