In the urban and rural development strategy，Fangshan district has done a lot of research on new urbanization construction，and has been formed the cooperation mode between government and enterprises in new town，such as the “Changyang mode”，which provides experience to explore the mode innovation of our town’s direction. This paper first expounds the meaning. the background and significance of government enterprise cooperation，then introduces briefly the background（financial pressure，financial predicament etc.），analyses the cases of Changyang，Liangxiang and Zhangfang on the basis of the above research，and finally analyses the experience and enlightenment.
