    寻找公平与效率的支点:广州市残疾人就业社会政策评析

    摘要

    文献资料和经验研究的数据显示,广州市残疾人就业面临一系列的问题:总体就业率相对较低、就业歧视仍旧严重、就业不稳定、就业层次较低和保护性就业发展举步维艰。无论是国家层面的残疾人就业社会政策体系,还是省市层面的执行细则、措施和社会服务,在分散就业、集中就业、个体就业三种就业形式和服务系统,都存在不足和弊端。总体而言,整个政策体系的福利市场化趋势越来越明显,后面隐藏的是一套从残障人士个体因素去理解残障的哲学理念。广州市应当先行一步,扭转政策理念,对整个政策体系进行整合,承担更多的政府责任。

    Abstract

    Date from literature and empirical researches showed that the disabled persons in Guangzhou encountered difficulties in their work:low employment rate,severe employment discrimination,unstable employment,low level of work,and the shelter employment developed hard too. There existed great deficiencies and malpractice in the state’s social policy system of disability employment and its implement in the three sub-systems of decentralized employment,centralized employment and individual employment. In addition,the social service on disability employment on the level of province and municipal governments were not perfect yet and still needed to be improved. All problems may originate from the trend of the marketization in the field of disability social welfare in China and the policy ideology of Individual Model behind. Guangzhou Government should change its understanding on disability social welfare from individual model to social model and undertake its responsibility but not only relay on market on the issue of work of disabled people.
