公立医院改制，曾在上一轮的中国医药卫生体制改革中掀起过一轮高潮，当年仇和主政的宿迁医改模式引发各级层面的重视与研究。而2005年，国务院发展研究中心与世界卫生组织合作的研究报告《中国医疗卫生体制改革》中，“目前中国的医疗卫生体制改革基本上是不成功的结论更是在全国引起轩然大波，市场化的医改思路被几乎推翻”。而“新医改”以来，随着公立医院改革的逐步深入，国家对于健康产业和社会办医的重视，改制公立医院也再次成为行业热点。本文将对2013～2014年的中国公立医院改制现状、改制路径和涉及的相关问题展开综合论述。
