2014年初,我国房地产市场面临房冷地热、区域分化、调控减效、住房失衡的复杂形势。为此,2014年3月5日召开的“两会”要求“重保障、轻调控、弱房价、促长效”,显露出一套新的房地产治理和调控思路。根据十八届三中全会以来中央政府的表态以及2014年政府工作报告,未来楼市调控的新思路已基本明确,即:双向分类调控+长效调控机制。
<<Currently,the real estate market is facing complicated situation such as weak housing market versus strong land market,regional differentiation,less effective regulations and housing imbalance. Therefore,the NPC&CPPCC operated on March 5,2014,proposed new ideas for real estate management and regulation was “Heavy security,light control,low prices,and promoting the long-term”. According to the central government’s declaration after the Third Plenary Session of the 18th CPC Central Committee the government work reports of 2014,the new ideas for real estate regulation in the future have been made clear,namely,Two-way classification regulation+ Long-term regulatory mechanisms.
