Currently，the real estate market is facing complicated situation such as weak housing market versus strong land market，regional differentiation，less effective regulations and housing imbalance. Therefore，the NPC&CPPCC operated on March 5，2014，proposed new ideas for real estate management and regulation was “Heavy security，light control，low prices，and promoting the long-term”. According to the central government’s declaration after the Third Plenary Session of the 18th CPC Central Committee the government work reports of 2014，the new ideas for real estate regulation in the future have been made clear，namely，Two-way classification regulation+ Long-term regulatory mechanisms.
