风险的归因与归责是新媒体社会责任的重要体现。本研究以“人民网”关于雾霾天气报道为研究对象,通过内容分析法描述新媒体风险归因的动机及其归责框架策略,探究新媒体在风险中社会责任的实践。本文在考察“人民网”2013年1月份所有关于雾霾天气的报道(共934篇)后认为,消息来源是新媒体建构风险话语体系的关键参数,来源的偏向性直接对新媒体风险归因动机的三个原因维度产生影响,并影响其后续的归责指向。研究发现:“人民网”风险归因动机在于淡化舆论对雾霾深层原因的追究和分歧,归因框架和归责框架以不同的组合策略模糊了各种行为主体的责任,从而有可能造成雾霾风险应对的“组织化不负责任”。
<<Attribution of risk is one of the crucial new media accountability to the society. Based on the content analysis of news coverage in January 2013 on the Renmin Website (People. cn),which is the most prestigious news website in mainland China,in terms of severe haze and fog weather condition,this paper elaborated the new media’s motivation of risk attribution and the accountability framing strategies,to explore how the new media fulfill its social responsibility during the process of risk discourse production. This study suggest that the source is one of the key parameter for new media to construct the risk discourse system,and the media preference to certain sources would have effect on the three dimensions of news media attribution motivation,and further to influence the attribution objects. The findings indicate that the attribution motivation of Renmin Website tends to avoid attributing the air pollution risk to any concrete actor and obscuring the divergences of risk discourses from various agents,and the subtle strategies of attribution framing of the Renmin Website,may cause the “collective irresponsibility” of the society in the course of handling risks.
