与传统媒体相比,网络媒体的生产主体、文本形态、接受方式在大数据时代都发生了结构性转变。这个转变不仅重构了新闻自由的内涵与外延,也对网络媒体的社会责任提出新的要求。在此背景下,中国政府采取了一系列管制措施,以保证网络媒体的健康发展和网络媒体的社会责任。与此同时也带来了一系列问题:网络管制与言论自由的冲突开始凸显,网络自身发展遭受外部压力日趋凸显,网民的言论活动在外力管制下更加隐蔽和复杂。为此,必须建立网络媒体社会责任的有效治理机制。
<<Compared with traditional media,producing subjects,text patterns and reception modes of online media have met great structural change in the age of big data. This kind of change has not only reconstructed the connotation and denotation of press freedom,but asked for new social responsibility of online media. Under this circumstance,Chinese government has put forward some regulations,in order to ensure the healthy development and social responsibility of online media. However,problems are following:the representation of conflict between online regulation and expression freedom,the outside pressure of online development and more hidden and complicated expression of cyber citizens under regulation. Consequently,in order to carry out effective regulation on social responsibility of online media,the following new adjustments are necessary:1. Promoting legal construction of online media;2. Creating new online communication mechanism. 3. Improving internet value system;4. Helping self-purification of online media.
