“社区首诊”和“双向转诊”合称为社区医疗服务“双诊制”。“双诊制”的实现和完善是促进基层医疗服务体系改革和社会医疗保险体系深化的重要内容，也是解决我国当前“看病贵、看病难”的根本措施之一。本文采用综述研究的方法，首先介绍了社区“双诊制”的相关概念，并在此基础上围绕国内外“双诊制”的实施和发展状况进行研究，最后结合广州市的实际情况，分析和总结了国内外经验对广州社区医疗服务发展的启发与借鉴意义，以期进一步推动广州市社区“双诊制”的实现和发展。
<<The Model of “Gate-keeper” is consists of Gate-keeper mode and Two-way Referral mode. It has very important relationship with the solution to high expense and difficulties in medicine. The article does some research on the model of Gate-keeper，including the concepts and current situation at home and abroad. In addition，combined with the actual situation in Guangzhou，we analyzes the development experience at home and aboard，and hope to promote the development of community health services in Guangzhou.
