By means of literature review,expert consultation,analytical comparison and experience summing up,this paper analyses and sums up the status quo of and strategies for the development of mass sports in major European countries. According to the paper,after decades of development,a considerable number of European countries with a solid foundation for mass sports are searching for new ways to upgrade it. Citizens doing regular physical exercises in a scientific way during their lifetime as well as the even distribution of basic sports public services based on personalized needs are universal goals in the development of mass sports in many European countries. Meanwhile,coordination among organizations at various levels,increasing funding sources,letting sports associations playing a bigger role,more reasonable planning and effective use of sports facilities,encouraging voluntary services and providing physical exercise opportunities for the least advantaged,among other things,are the main measures these countries are taking in pursuing their goals. There is much in their experience that China can make use of.
