It requires several social forces to work together in the development of corporate citizenship, especially in the early days. Compared with the social organization, individual or media, the government is the most important one who can push the development of corporate citizenship effectively. The report first bases the necessity of the government participation on the market failure and reality, and then explores the functions of the government and concludes the functions should be regulation, promotion, demonstration and propagation. The achievements of government in development of corporate citizenship from 2009 to 2011 are also reported. Finally, integrating the reality the paper gives some suggestions about how to promote the government effectively developing enterprise citizenship.
