21世纪世界各国与地区之间日趋激烈的竞争归根结底是人才的竞争,强大的人才竞争力无疑是提升国家综合竞争力的基础和保障。本文在综合梳理人才竞争力相关理论及文献资料之后,在已有的理论基础上,从“人才数量、文化素质、健康素质、人才培养、人才制度、人才产出”六个方面分别分析评价了中国人才竞争力的现状。通过主成分分析法对全球100个国家和地区的12项人才竞争力投入指标的分析计算表明:中国人才竞争力2010年度排名世界第15位,并具有规模大、增长快、水平低、效率差的显著特点。同时此结果也在人才竞争力产出指标,即论文与专利数量中得到了印证。本文建议通过以下几个方面的努力来进一步提升中国人才国际竞争力:重视人才储备,强化人才培养,推动人才引进,优化人才环境。
<<The severe global competition of nations in the 21st century is competition for talents in essence. Strong talent competitiveness is indubitably the guarantee and base of comprehensive national competitiveness. After reviewing the relevant literatures and theories,the authors analyze and compare China’s talent competitiveness from six aspects:scale,cultural diathesis,healthy diathesis,cultivation,institution and outcome. Adopting the principal component analysis,this analysis of 12 indicators for 100 countries and regions in the globe reveals that:China’s talent competitiveness ranks 15 in the world,and it has the following features:rapid growing speed,low developing level and low efficiency,which is consistent with the talents’ outcome indices. The authors suggest that in order to make China’s talent competitiveness improved,it shall emphasize talent reserve,intensify talents cultivation,promote the talent introduction and optimize environment for talents.
