我国产业转型升级主要从产业结构变化、行业发展差异、地区产业发展等方面对就业构成影响。在该过程中,产业结构与就业结构失衡、就业难和失业、劳动力素质与产业升级需求不适应、企业成本上升和招工难等就业问题尤为突出,而产生这些问题的原因是多方面的,如宏观经济政策与就业政策间的协调,就业政策自身的完善,人才培育与产业发展间的匹配,以及城镇化与基本公共服务等。要化解上述产业转型升级中的就业问题并实现促进就业,应本着促进人力资源开发效能提升、充分发挥市场的决定性作用、关注就业困难和失业群体,以及充分发挥就业保障促进就业和预防失业的积极作用,制定有利于在转型中促进就业的宏观经济政策和就业政策,同时加快人才培养,满足产业转型升级需要。
<<China’s industrial transformation and upgrading has an impact on employment in terms of industrial structure changes,industrial development discrepancies,regional industrial development,etc.During industrial transformation and upgrading,there are some prominent problems,especially the imbalance of industrial and employment structure,employment difficulties and unemployment,unconformity of labor quality and industrial upgrading requirements,business cost rising and recruitment difficulties and so on. The causes of these problems are as follows:the coordination of macroeconomic policy and employment policy,self-perfections of employment policy,matching between talent cultivation and industrial development,as well as urbanization and basic public services’ lagging behind of industrial transformation and upgrading. To resolve these problems and achieve employment promotion,based on performance improvement,we should allow the fully function of the market decisive role,concern about the employment difficulties and unemployment groups,and give full play to promote employment and job security,it is highly recommended to make macroeconomic policy and employment policy in favor of employment promotion,as well as speed up talent cultivation to meet the need of industrial restructuring and upgrading.
