劳动保障监察是劳动关系调整体系的重要组成部分。劳动关系矛盾的日益复杂化与我国法治化建设的日益深入，为劳动保障监察执法程序的完善提出新的挑战。实践中，劳动保障监察与劳动争议仲裁管辖衔接配合程序、拒不支付劳动报酬案件移送程序、执法文书的送达程序，是问题较多的环节，本报告对相关问题进行分析并提出切实可行的对策建议。
<<Labor Supervision is one of the essential elements of the labor relationship adjustment system.The complexity of the conflicts in the labor relationship and the development of the legalization bring up more and more challenges to improve the procedure of the administration in labor supervision area.In practice，some certain stages are more likely to encounter difficulties.Therefore，we put more attention to these stages.
